is a 613 liter tank in a top floor flat safe or do i need to leave it empty until i move ?

I would put my surveying skills into use, Get someone with proper knowledge to asses the build quality of the floor. If the floor is concrete this shouldnt be a problem, although cracking car occur.

I would still reccomend having the situation checked with someone with proper knowledge. Landlord maybe?

613 kg of water pluss tank.....its quite a weight . do you have other options? and how the hell do you get a tank that big upstairs?

I wouldn't risk it, will be extremly heavy. Wait till you've moved. I dont think I'd even have a 400L upstairs.
