If you put a 4" Red Tailed Catfish for example(will grow to 5/6ft) in a 1ft tank. I don't think its going to stay at that size of the rest of its life.

Achilles Tang - Has a reputation of being difficult to keep, prone to whitespot and my pick at LPS and expensive.
Regal/blue Tang - Good fish, prone to whitespot.
Flame Angel - *Thumbs up*
Clown Tang - Grows large and are expensive.
Naso Tang - Grows large but good fish.
Flame Wrasse - Expensive and may not get on with your other Wrasse.
Hawkfish - Jumps and will attack your shrimps when bigger, if your keeping them that is.
Grouper - Very rare and expensive, will eat anything it can fit in its mouth.
horse shoe leather jacket - Never even heard of it TBH, grows large.
Raccoon Butterfly - Good fish, prone to Ich. Havent seen them often.
Passer Angel - Grows very large and will probably eat your corals and will probs be expensive.

Just a quick run down so:

Hawkfish
Regal Tang
Maybe Naso
Raccoon Butterfly

Would probs be the best choices IMO
