In my experience fins mostly do grow back after an attack, but apparently if the fin is severaly damaged it might not grow back. I've had quite a few fish whose fins have been seemingly badly damaged only to grow back completely almost like nothing happened.
I can't say enough about water changes if the fish has been damaged in this way, daily 20% or 30-50% every other day, something like that for a week, depending on how big the tank is and how much time you have etc......make sure water going in is treated for chlorine and/or chloramine to reduce any stress on fish (and same temp helps).
People will say Melafix (medication), but its not essential, can be useful and i have used it myself. Dont just add medication for the sake of it, If the fin is showing no sign of infection (i.e. red streaks, ucler, other lump, fungus etc) lots of water changes are best.
As for the fish rolling about, that doesnt sound good. I've had fish do that from the stress of being attacked and once removed form tank they have regained their equilibrium within a matter of a few hours.
If your fish is still rolling about and 24 hrs have passed i would be concerned that it won't make it.
How long ago was it attacked now?
