Default Open top tank

I have a very small tank with no hood, would it be safe to keep a dwarf puffer in there, are they known to jump? or any other non jumping fish suggestions are welcome!

you will always be Von to me George!

could you not use a thin piece of glass to be on the safe side?

I have used the cheap click picture glass from wilkinson's on my hospital tank.
