Default Growth under live rock?

Please can anyone shed some light on what I can only describe as cotton wool, with black dots in it, I noticed them this morning under some live rock, nothing seems to be moveing in them and am not sure how long its been there. They are about the size of two five pence pieces next to each other. Do I remove it, or leave alone and see what developes. We've no mateing pairs in the tank. I've tried to take a photo but cant get it clear enough to make out detail.
