I know that when the temperatur drops below a certain level you stop feeding koi but does this also apply to sterlets/sturgeon?

I don't know for certain but probably not when you consider their natural habitat. I would suspect that they will need less food though as their metabolism will be running slower.

I had a pond withgold fish and cat fish in it the whole top froze for about a month so I know they did not eat during that time when It wasent frose I fed them I dont know if they ate or not they wasn`t as active but I felt like I should feed them just to be sure I dont know if that was the right thing to do

sterlets/ stergeons thrive in cold water and will still need feeding with sinking pellets designed for them, however unless your pool is heated then your filters will not cope because the bacteria content in the winter months is next to zero so you must feed them but sparingly.
why not add a profi heater which are resonably cheap and cover the pool to keep the heat in. this way you can heat to about 15c keep the filters alive and keep on feeding all year round.
