It sounds like neon tetra disease despite the name this disease is not restricted to neon tetras some other tetras are at risk from it as well as live bearers.
Treat the tank as if you are dealing with this and things will hopefully improve also insure water quality is spot on. |

Are any of the neons showing signs it is easier to spot on neons. They often get to spots at the base of the tail they are not a different colour to the fish you have to look quite closely. Also when the disease becomes advanced the blue area will turn a creamy colour and all the other symptoms you describe will also be present as well as dramatic weight loss.
I'm not sure of the exact name of the treatment I believe esha make an effective remedy for this. I had a tank with this problem many years ago at the time there were no off the shelf remedies aside from a very potent anti bacterial agent that obliterates the filter bacteria but it did work.
Also remove any inverts you have you mention on another thread you have a couple of crabs get them out of this tank for the duration of treatment and for at least a month afterwards with filtering over carbon to many of these remedies are lethal to inverts. |

nige neon tetra disease is not incurable but chances of success are slim.
As far as being slime it could be but I doubt it are the fish flicking at all and are they breathing rapidly?
It needs to be treated as a bacterial infection as soon as possible. However if the fish are flicking and or breathing rapidly it could be a parasite problem. In which case treat with a general parasite remedy. Esha and sera do good remedies in fact if you go for the sera option you can treat whilst adding a salt to the tank made by sera called ectopur this will help with any fungal infections there maybe.
Are the white patches you describe furry? |
