A sump goes UNDER a tank, it is a filter system. A weir is something that water flows over, takes the water from the tank to the sump.

The weir in general is the plastic pipe that runs from the tank into the sump. Generally most tanks with sumps have a hole cut in to the bottom of the glass and a pipe is fixed in, approx 30mm pipe. As Linda said the sump is an addtional tank set below your main tank where the filtration sits and you can also put in stuff like your heater and skimmer. Also the will be room for a pump to return the water back to the main tank.My advice would be to go to a fish shop that have marine set-ups and they will show you a sump set-up.
