Rob r's comments appear to be regarding freshwater judging by the addition of tonic salts!

It sounds as though you may have a higher form of parasite treating this with an invert friendly remedy will not be possible you are already experiencing problems with oodinex which in my experience is the most effective reef safe remedy although I have had problems recently with this remedy and a sea urchin.

The only treatment likely to be succesful with this form of parasite is a copper remedy but I believe lionfish may be sensitive to copper if you have a retailer that you trust I would suggest discussing it with them and if possible take a digi photo of the parasite zoomed in as much as possible.

The first step to a cure is diagnosis I do not think it will be easy though especially considering how venomous the fish is.
