If a fish is taking a breah ever second is that labored?

I'm not a fish expert, I work with small animals, however I would say that generally speaking laboured breathing is when there appears to be a certain effort involved. A deep breath followed by a pause. Don't know if this applies to fish though.

It looks like its panting, very rapid gill movement, as if its been for a run trying to get tits breath back. (I think)hth

Most of the time fish gills will pause between movement when breathing is laboured the gills will move continuously and often extend far more than is usual.

There are a number of possible causes:

Poor water quality
Poor surface agitation resulting in low oxygen this is a particular problem in planted tanks at night when the light are out and the plants are dumping CO2.
Parasitic infection such as skin/gill flukes or both or ich.
