Fresh water is less than 1PPT
Brackish water is 1 to 25PPT
Human tears are 9PPT

Surely brackish is anything between fresh and full marine which is 35 ppt sorry just being pedantic. Also of note is the fact brackish conditions will vary with the tide in nature although I'm not quite sure how you could replicate that.

I would go for a salinity of about 15-20 ppt but I would check specifically on the fish I wanted to keep by looking at habitat information on www.fishbase.org I would advise measuring the salinity with a refractometer and use a good marine salt.

brackish is anywhere inbetween full salinity and freshwater so somewhere in the middle. research fish as they may like different conditions
