Fill it with water and see how it looks then.
What fish were in the tank before you got it fresh water or salt. |

alan's right fill it with water turn the light on and see how it looks it could be that the previous owner cleaned it with a scourer and scratched the glass if this is the case you'll either have to put up with it or bin it |

you do have that problem some times but once you filled it with water it should be ok or you can use acetone to wipe the glass with for if it is some substance on the glass then acetone will reove if for sure and it evoparate quickly so you can just fill and rince the tank after the acetone |

I'm pretty sure when you fill it the feosting will dissapear as you say when its wet it looks clear but I suspect a metal scouring pad may have been used in an attempt to clean it but even so I am surprised that it could scratch the glass but some steels are harder than glass but not many.
Very odd. |

it could be covered in limescale
if it came from a hard water area
try cleaning a small bit of it with vinegar(this should get rid of it if it is limescale) |
