With small tanks i think the 1" per US Gallon is pretty useful (for small fish)
To save your calculations, thats about 7" of total fish in that tank if all is maintained well. Thats not 1x 7" fish 
If its just small Rasbora's that are in the 1-2 cm range, then i think if good practice is adhered to, could stock to a max of 12-15 small Rasbora's? How many were you thinking, there's always room to compromise somewhat based on the amount of time you give to the tank regarding water changes and subsequent plans to up-grade, as well as choice of filter used. |

Yeah thanks mate, i have about 30-40 of them i have 2 25 liter tanks i could maybe split them up, yeah 50% water change if not more a week. thanks! |

If its just a place to hold them for a while, you could easily go over 12-15 in a 25 litre with good water changes and mature filters, but if its their "home" so to speak, i wouldnt put more than 15 in there (or advise it), what i do and what i "advise" are not necessarily the same thing   |
